Invitation of Oil/LPG Marketing Companies/Operators of LPG Filling Plants to Training Workshop on ‘Guidelines for the Establishment and Operation of Liquified Petroleum Gas Filling Plants in Ghana’.
The National Petroleum Authority wishes to bring to the notice of all Oil /LPG Marketing Companies that the Authority in collaboration with other regulatory stakeholders has developed a one-stop-shop document on the Guidelines for the Establishment and Operation of LPG Filling Plants in Ghana.
The document spells out the specific permitting requirements of the various regulatory institutions. Specifically, the document provides information with respect to the institutional requirements culminating in the issuance of the underlisted permits/licences/certificates.
1. Town and Country Planning Department: Zoning Status and Building Permit.
2. Environmental Protection Agency: Environmental Permit
3. National Petroleum Authority: NPA construction permit and operating licence
4. Ghana National Fire Service: Fire Permit and Fire certificate
5. Factories Inspectorate: Certificate of Examination.
In addition to the above, the document also provides the following:
1. GNFS code of practice for fire protection on the installation, management and use of LPG
2. Safety requirements for LP Gas filling plants
3. Block Plan of LPG filling plant
4. NPA checklist for LPG filling plants.
The document will serve as a guide to prospective investors who intend to set up LPG filling plants in the country. Additionally, it will assist operators of LPG filling plants who are already established to conduct their LPG refilling activities in a safe and environmentally friendly manner.
To operationalise the Guidelines, the NPA in collaboration with the EPA is organizing a series of training workshops in the southern and northern sectors of the country for all OMC/LPG Marketing Companies and their respective dealers. The workshop for the southern sector has been scheduled for 17th-18th June, 2008 at Miklin Hotel, Accra.
All Oil/LPG Marketing Companies and their dealers in the southern sector of the country (Greater Accra, Western, Central, Eastern and Volta Regions) are requested to submit their nominations for the workshop at Room 212 of the National Petroleum Authority located at Frema House, 89 Spintex Road, Accra by June 10, 2008. Each LPG refilling plant in the southern zone must be represented by, at least, the owner and supervisor of the facility.
All Oil and LPG Marketing Companies are advised to take note of the programme and notify their dealers accordingly.
